Ok, so I got my car up on ramps to begin working on the speedo. With the splash shield off, I noticed the control arms and the "beam" that holds them and the steering rack have a little rust on them. Is engine paint ok to use? I was also thinking about painting the heat shield that's over the beginning of the muffler pipe (just after the engine block). I have engine paint rated to 500deg.F, but how hot do you think that shield gets?

Lucky for you I have have used 500 degree engine paint from Auto Zone on those particular parts and it works great. The heat shield does not get that hot, so 500 degree paint is plenty. As for the uncarriage components, make sure you hit them with a wire wheel to knock most of the corrosion off. Other than that, get busy, it looks great when its done. I did mine with gloss black.

When I got my two cars up on lifts to change the ball joints I took out the A arms and with a wire brush removed all the rust I painted them with POR 15. It is almost like putting on a ceramic coat of paint. Comes in colors. Looks great and they claim to stop rust in the future. One car was done over two years ago and they look as good as they did when I painted them.
The A arm that worried me the most was the 79 931 on the passenger side. With the heat, water etc it was almost eaten away. Replaced with a new one and a coat of paint.
