Front turn signal (but not parking lamp!) doesn't work

I started getting the fast blink when signaling a right turn, and it turned out to be the front signal that was bad. I got another bulb, put it in there and...no change. I swapped the good bulb from the other side over to the bad side, just in case, and also nothing. However, when I turn on the headlights, the "parking light" or whatever you call it, which uses the same bulb as the turn signal, lights up as it should.

Any idea what has gone bad? I believe a single relay controls the turn signal blinking, and that seems to be working properly with the exception of the one bulb.
