i had to ask a friend from south africa about that picture. i've never seen a car 'clamped' before and i didn't know what that was about. after hearing about the parking polizi down there i think we have it good - he has some real horror stories.

Interestingly, they were using the clamp/boot in Calgary Alberta when i lived their a few years back. Individuals who where stopped at check stops and boarder line impaired were goften given a 24hr suspensions. They placed the boot on the car so that it could not be moved for 24 hours. It apparently was a useful deterent as the general public could see who got caught the night before.
