Not surprising; in areas with lower car counts (FL being another), rules enforcement is often lax.

You should probably read the GCR and specifically the ITCS...
Headlight washer would not be required, as it was an option, as long as you remove it in its entirety. The windshield washer, however, must be present (though not functional). _________________ Vaughan Scott

Well, I was under the guidance of another guy running 944 Cup. . .guess he dosen't care about the rules.
