I finally got it started but it is running rough and I have to tap the flap to add fuel to get it to smooth out. So I assumed there is a problem with the WUR. I want to make sure I am testing this correctly.
I hooked up my gauge to the center hump on the fuel distributor.
I tested the pressure with the valve closed. I am getting 80 psi.
I open the valve up and the pressure dropped but immediately went to 80 psi
So I assume the WUR is bad? I had it out this last summer and cleaned and I think tested it correctly, if I tested this correctly I want to replace it. It's -5 here in Minnesota not going to get to pulling it out quickly is there multiple part numbers for it? I was going to order 0 438 140 011 from Special T

Yup, that's a bad WUR - it should stop at a lower control value, per the manual, once the valve is opened.

Depending on model year and engine, PET does show which WUR should be the correct one. The Bosch number you have is for an n/a ( at least for RoW cars ) not a turbo.
Time to go cross-referencing
