Because my fuel pressure cold and warm is to low 1.5-2.0 bar I checked the voltage at the WUR.

I jumpered the fuel relay and checked the voltage at the wur and it is just 10,9 volt, at the air valve 10,7 volt (engine not running).

The battery gives 12,4V

What could be the problem?I checked groud and that is all good.

Resistance or bad connections in the circuit will cause voltage drop. Check all of the terminals in that circuit, especially at the fuse block.
