fuel distributor question

Next to the 4 outlet lines that go to the injectors are 4 caps with an adjustment inside, 1 for each outlet. Anyone know what these are for? I'm assuming they are for flow and turning them out increases flow.
Also...any idea what would make the freq valve work intermitantly? I've checked all the connections, switches, etc. Sometimes you hear it buzzing, then it quits. When it isnt working, the car isnt as smooth during acceleration.

Dont know They cost over 1000.00 if you want a new one though.
