As far as DITC is concerned, I'll have to look further into that.

Closing the loop on this just in case someone else has a similar problem.

It was the throttle position sensor or "throttle switch"

Still new to the 931 platform and a lot to learn.

I purchased my 1981 in a non-running state and since got it running perfectly...until now.

Symptoms:
DME Relay "clicks" ...

you really need to add an IC. honestly can't believe it didnt come with one.
and Front mount, not the idiotic top mount.

Make sure you dont have any rips in the rubber hose that goes between the turbo and the air meter. You will be chasing your tail with lean issues if you have a hole there
