Yeah, that's definitely not enough.
Two things to help simplify your diagnosis. Jump the fuel pump relay; that way you won't have to crank to check voltage, and you can isolate poor power supply to the pump vs. voltage draw-down while cranking. Secondly, try checking voltage with the terminal removed from the pump...
Obvious starting point is, of course, clean all your grounds. Pump ground is on the body between the taillights, under the carpet... _________________ Vaughan Scott
