Will the 951 IC fit under the 931 header panel? (bracketry from the 951 donor assumed..)

Will it physically fit?

That's the general consensus; I plan on doing it, have both the 931 and the IC!!! The challenge is working the plumbing out.

Yes or fab your own upper latch mount and raditor support and intercooler support

If you use hood pins you could probably save yourself a lot of trouble.

My question for the racers, how do you lock your hood to keep prying eyes out when you go to hood pins.

a small padlock works well, no real security but someone standing over the car with bolt cutters might attract some attention.
