fuel pump relay clicking while starting

My car is 1980 924 i have an on going problem with my fuel pump relay.
when starting the car my fuel pump relay clicks and car struggles to start,some times if I push on the relay while starting the click goes away and car fires up no problem.this are the things I have done to find this gremlin.
Tried my spare relays. no change.
Replaced connectors to relay with brand new all copper terminals. no change.
Install new battery no change.
Cleaned my ground under the dash. driver side ;and at battery.no change.

Could my e. c. u. at my steering column be causing my problem.

I need help please!
