1980 Porsche 924 no power to fuel pump?

I bought a '80 924 and it wouldn't pump fuel so I took the leads off the pump and had someone crank the car while I had a multimeter on the lead and I didn't have anything. I also jumped 30 and 87 on the fuel pump relay and still didn't have anything. I put one probe of my multimeter in 87 and one in 30 and I had power there when the fuel pump wires under the car weren't even touching. So do I have a short in the wiring because when jumping the relay it is supposed to connect the + of the battery to the + of the pump but I didn't have the rear wires touching so it couldn't have grounded it and delivered power unless there is a short right?
