924S Horn Beeps with Steering Wheel at 32.3 degrees to left?

I am having trouble getting my horn to work we any regularity on my '87 924S.
The horn will only work when the wheel is turned down to the left at about 30 degrees. A very small deviation of this results in the horn not sounding.
This is what I have done:
1. Removed steering wheel and cleaned slip ring, contacts, added diatetic greece.
2. Replaced relay.
3. Checked, cleaned grounds and connection at horn at front right left side of car.
4. Looked for, but have not found the steering wheel column ground.

At one point the horn would blare when the windshield wiper was in the down position, but stop blaring if they raised off of the down position.

I've read about a ground for the steering column, but I cannot, for life of me and love of God, find this piece of wire.

Any help, advice would be greatly appreciated.

The issue with my car has to do with the contacts in the joints of the lower steering column. I added oil to these and some diatetic greece and that seems to be doing the trick.
