They are electrically activated. They open when the computer tells them to. The amount of pressure at the injector has little to do with their opening.
You need to ignore the 924 portion of your car's name when diagnosing as it is essentially an 83 944 in all but external looks. So it has Electronic fuel injection, not CIS (mechanical fuel injection).
So the operating pressure at the regulator with the engine not running is 36psi and it should drop to 29psi at idle (due to the vacuum working on the pressure regulator)
Refer to this section along with a Hayne's manual for the 944 for information on how to repair and troubleshoot your car.
