You have to leave the car idling for a bit before you can actually notice any changes. The way it works is that when it has power, it warms up then gradually closes the air bypass. So unplugging when its cold makes no difference as the valve is open anyways. Is your car idling at a high rpm when cold? Idle is around 950-1000rpm... for cold starts my car sits around 1500rpm for a bit then drops down.

The way to determine if its busted or not is to physically examine the unit, by taking it out and looking through it and see if the valve inside is opened or closed. It should be open when the unit is cold... even partially open is okay. If its closed then it could be busted.

Mine does the opposite it's 500-600rpm when cold and then 1100 when warm, I had to back the idle screw out a bit to get it to stay running when cold I'll take it off and have a look inside
