Materials needed:
1. Degreaser wax remover.
2. 400-600 and 800 grit wet - dry sandpaper & masking tape.
3.primer red or grey & white base if your using bright colors.
4. color paint & clear coat

Sand with 400 & 600 grit then degrease followed by 800
grit and another degrease & wipe down with a lint free cloth.
mask off things you dont want painted & prime & let dry.
Lightly sand with 800 grit before applting color & let dry
Mask off first color if doing a 2 tone paint scheme like
I did applying light color first. I like to pull my tape when
things are still wet if I can (less chance of tearing or
pulling paint.

Almost ready to add some tools and then
i can play with the nuts and bolts, though for those
that use zoom i did have some wrinkling of paint after
putting on the clear ill address that after it dries with
some wet sanding. Seems the new paint these days
does that alot. Im guessing the chemicals have to
cure out first.

The reason your having trouble with wrinkling is that your using lacquer primer. Try going to a better quality urethane based primer. It is 2 part like the clear. I find Morton is a good brand for your money.

Added draw liners. Ised a lot of mastic or vinyl glue to hold down the liners. Coverd the the liner with it
completly set it in place then used a 4" putty knife to remove excess these liners wont be going anywhere.

Wrinkling is the result of incompatable products like porschev stated, or in heavy application. When paint is applied to heavy or to "wet" the solvents that thin it down pool up below the surface and the top glazes over. The Solvents with no place to go, now attack the previous coats which causes wrinkling.

Also another cheater way to go is over reduce a little clear and spray it over the primer job before the first coat of color. Its like a 7-9to1 ratio, thats like 7 parts reducer to 1 part clear. It works like a sealer... Works with laquer or two stage systems... All of them ppg thru diamont thru sikkens thru valspar... and so on. I've sprayed them all!
It will fill alot of sand scratches and help promote adhesion.
I also agree with porschev Morton is a good product for the buck, and would do you so much better than a laquer.

I'm testing a new metal etch high build primer on a project right now... Its not a morton product, and its a litttle cheaper. I hope I don't regret it!

As I recall, laquer over enamel, or enamel over laquer (or both - hard to recall) creates orange peel effect, if that is what is occurring.

I also recall that you need to do multiple coats within a short period of time, or wait until prior layers cure sufficiently. That in between can cause wrinkling or orange peel.
