I get problems with it during busy times. The site times out on me.

can't find any reason why there might have been a problem accessing the board.

The server is 10 days away from 1 year without a reboot (no, we don't use windoze) and the web server software has been up since the beginning of November last year (no, we don't use whatever that microsoft product is).

Possibly a short-term problem with the MCI South-West Pacific backbone or the cleaner disconnected the plug in at MCI California.
