I have a 81' 924 turbo that for some reason bogs out at about 3 to 4 thousand rpms. I was just wondering if anyone had an idea about what could be causing this problem

I had your symptoms and the prob was with the lower pressure pipe to turbo connection, and due to lower pressure pipe to block mounting bracket being not attached.

I had a similar problem with my 80 931. I discovered it needed a better engine ground. Now I get power on to the redline. Also check the fuels supply and filter(s). there are many ways that problem can occur. But a poor ground to the engine can make a lot of problems. Like Do you have a problem with the temp guage not reading properly? Other intermittent electrical things happening? a lot of german car problems seem to be caused by poor grounding of the engine and chassis. I don't post much but I post what I know. Let me know what you find.

I've had symptoms of running ragged in the upper RPM range because of vacuum leaks. I'd start with the easy to check and fix stuff first, before starting to replace parts. Do as Smoothie suggests and double check your pressure ducting, and it never hurts to verify all your vacuum lines are connected, not broken, cracked or loose.

I also had a problem like that and my WUR caused it. The control pressure was the same as the fuel pressure.
