Which won't turn off - the heat part, or the fan part?

the fan part. the coolant switch works. its stiff and needs replaced but it works.

This is standard from ~1980 up…
Key lock in on position activates blower.

Yep. At a very low speed. It has something to do with cabin pressure and exhaust gases versus fahrfergnugen gegenuber Stuttgarter-wiedergutmachschnitzel bla-bla-blah

Not that I'm aware of, other then pulling one of the fuses?

Normally the blower turning at low speed shouldn't be "upsetting".
Couldn't it be a Previous Owner hacked the electrical harness so it runs on a different speed?
Do you have any reference or a 924* nearby to compare its standard speed?
Why is it bothering you; Exhaust gases in the cabin will give you (at least) a headache

*earlier Toofah's don't have this upgrade and are known to have Cabin Fumes

well, it blowing hot on high speed gets really warm in that cabin... and I might just unplug it for the summer... will go look at a reference if I can find one

It sounds like you have a different problem then;
If you're unable to stop the coolant flow by flipping the lever,
try it by hand in the engine bay. See number 35 in the image?

#35 is what the cold—hot lever switches; opening or blocking the coolant flow (borrowed from the engines head).
Look under the hood, ~between firewall and underneath the WUR, and switch it by hand so it wil blok the coolant by-pass and you'll have un-heated air entering the cabin…

yep I know what you are talking about. how hard is it to replace that valve? mine was pretty stiff
