Turns out what I thought might be "glue or wax" in the picture was actually a thin plastic flanged sleeve that fits between the inner race of the bearing and the stee ...

So the body of the ignition-steering lock housing is moving freely on the steering shaft tube.

It appears that the issue is at the bearing which is pressed into the housing.

Agree. Using V=I*R, if resistance is down, current is up if V is kept constant.
