They are indeed black inserts with machined faces and clear coat over the top - I know this as when I got mine the clear coat had started to lift on a number of them!

Do you have a spark? if the fuel pump relay wiring is all original it wont activate the fuel pump if theres no spark (designed to cut the fuel pump if you crash).
