TDC mark is viewed through a window in the bell housing, its to the left of the brake booster.

Interested at what temp the fans start and what the dash temp gauge reads vs your IR temp gauge.

Run the car until its warm then measure the temp when the fans turn on.

Yes measure it at the thermostat housing just as the fans kick in.

You could also have a bad WUR (warm up regulator).

Before spending anymore money, get a Haynes manual and check your system and control fuel pressures using the proper CIS gauge set.

Another way to test the FPR and FD is to pull the vacuum hoses while the car is idling and see if they dribble fuel. Be ready to catch the fuel...

Unless you have another reason to pull the engine, just slide the torque tube/tranny back and remove the bell housing. Haynes has an OK write up.
